Natalie Garbett who makes Regency re-enactment costume came up with this idea, which seems entirely probable.  For those silk flat ballet type shoes that young women wore in the early 19th c. One shoe per case.

Description

of glazed natural linen,the first with one straight and one curved side, the other with curved ends, a Dorset button fastening catching down the tab, 3 1/2 x 10 in or 9 x 26 cm long
